UAE Expands Citizen-Level Services for Golden Visa Residents

In October 2025, the United Arab Emirates announced a major upgrade in support for its long-term residents. Golden Visa holders will now enjoy consular and emergency services that were previously reserved only for Emirati citizens. This development gives visa holders greater security and peace of mind, especially when abroad.
In this post, we explain what services are being introduced, why they matter, and what this means for current and prospective Golden Visa holders.
The UAE’s Ministry of Foreign Affairs (MoFA) and the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) announced that Golden Visa holders and their dependents will now have access to several consular-level services:
- Emergency assistance abroad – support in crisis situations, such as accidents, medical emergencies, or threats.
- Electronic Return Document (ERD) – for those who lose their passport while traveling, UAE will issue a temporary entry document valid for one entry into the UAE, typically within 30 minutes.
- 24-hour crisis hotline – a dedicated number for Golden Visa holders to access help internationally.
- Coordination of repatriation of mortal remains – in the event of death abroad, UAE will help with the formalities to bring the remains home.
These services will be accessed via MoFA’s platforms (website/app) using UAE Pass, the national digital identity system.
A Rare Benefit For Residents
- It’s very uncommon for a country to offer consular services (like aid abroad) to non-citizens. Usually, such services are limited to citizens. The UAE is billing this as a global first for a country to offer citizen-level consular support to long-term resident visa holders.
Signals Greater Integration
- By extending these services, the UAE is signaling that Golden Visa holders are not just “temporary residents,” but part of its community of trusted, long-term contributors. Observers say this helps strengthen the social contract with skilled professionals and investors.
Boosting The Appeal Of Golden Visas
- These added protections make the Golden Visa more attractive. For those comparing long-term residency options globally, having emergency and consular support is a powerful value-add.
- Eligibility: These services are available to Golden Visa holders and their dependents, as long as their residence permit is valid.
- Access Method: Requests are handled through MoFA’s digital channels using UAE Pass.
- Lost Passports: If you misplace your passport abroad, file a report locally, then submit your visa details and photo via the MoFA app or site. The ERD is often issued within 30 minutes and allows reentry to UAE.
- Time Limits: The ERD is valid for one entry, and typically valid for up to 7 days from issuance.
- Dependents: Children, spouses, or others on the visa can also benefit from these services.

Implications For Investors And Professionals
- Greater Security When Traveling: Investors and professionals often travel globally; losing a passport or facing emergencies abroad becomes less risky.
- Stronger Confidence In The UAE’s Commitment: Extending such services fosters trust that the UAE is serious about treating long-term residents well.
- Competitive Edge In The Residency Market: Compared to other residency or immigration programs, this consular support can distinguish the UAE Golden Visa.
- Symbolic Value: Beyond practical benefits, this move helps shift perceptions, that Golden Visa holders are part of the UAE’s long-term vision, not just temporary guests.
